The Policy Research Officer works with the Hong Kong Programme Team to strengthen the overall campaigning, policy advocacy and grant-making work. He/She serves as the major staff on company screening, policy research and advocacy work while giving support to other work of the team if appropriate.


  • Conduct ethical screening.

  • Formulate and evaluate the strategic and annual plans.

  • Manage and implement research projects and prepare high quality policy papers.

  • Support the development and updating of OHK's analysis and positions on Hong Kong poverty issues.

  • Communicate OHK's perspective on Hong Kong poverty issues with media and external audiences through regular speaking and writing.

  • Lobby and conduct negotiation meetings with the government, legislators, political parties, companies and related authorities.

  • Develop and strengthen relationships with partners and other key stakeholders working on Hong Kong poverty issues.

  • Identify and develop suitable programme partners in line with the strategic and annual plans.

  • Appraise funding applications, prepare project documents and present recommendations to relevant approval mechanisms.

  • Implement monitoring and evaluation activities to ensure the programmes are effective in terms of quality, impact, cost-efficiency and accountability.

  • Explore external funding opportunities and prepare funding proposals, reports, presentations and events.

  • Ensure good documentation of project review and programme learning and communicate the work impacts to external stakeholders.

  • Undertake other related tasks as requested by the Hong Kong Programme Manager.


  • Degree in Social Sciences or related disciplines,with at least 5 years’ relevant working experience.

  • Solid experience in campaign, policy advocacy and/or grant-making work.

  • Good interpersonal, presentation, analytical, writing and communications skills.

  • Good command of spoken and written English and Chinese.

  • Proficient in computer applications, including MS Office and Chinese word processing.

  • Identification with Oxfam’s mission and vision is a must.
