Programme Officer - China and the Developing World

(2 years fixed term with 1 year renewable contract)

 

TheProgramme Officer is a member of the China and the Developing World Project (‘ChinaDev’) team. S/He is responsible for the following job duties:

 

Responsibilities:

  • To implement project on China development finance, including the development and management of various partnerships in China and host countries, and the maintenance of database

  • To manage the relationships and communications with project donors/funders, including the production of financial and narrative reports

  • To develop overall advocacy/campaign strategies for the ChinaDev work, together with other concerned fellow colleagues, teams and units of Oxfam Hong Kong (‘OHK’)

  • To deliver the agreed strategies and operation plans with fellow colleague(s)

  • To support related research on ChinaDev issues

  • To build and consolidate relationship and/or partnerships with concerned stakeholders such as government departments, enterprises, think tanks, researchers and civil society organizations, as required by the operation plans

  • To coordinate the priorities and concerted efforts among relevant units in OHK and Oxfam International and Affiliates through proactive and effective communications

  • To provide support for policy initiatives of OHK’s partners

  • To undertake any duties, as appropriate to the post, as delegated by the line-manager

 

Requirements:

 

Knowledge

  • Demonstrated knowledge of and identification with the values of OHK

  • Strong knowledge in ChinaDev issues, especially Chinese overseas investments

  • Good knowledge about the civil society and non-profit sector in China

  • Good knowledge and experience in other developing countries, especially in Africa and the Mekong region and in investment, trade, aid and development finance are an advantage

  • Strong knowledge and experience in institutional fundraising and reporting

 

Skills

  • Strategic thinking and analytical skills

  • Strong project management skills and experience

  • Strong oral and written communication and presentation skills

  • Advanced command of English and Putonghua use

  • Ability to work both in team and independently

  • Proficient skills in Microsoft office applications, and database maintenance

  • Ability to work under pressure and meeting deadlines

 

Qualifications

  • At least 5 years work experience in Chinese/international civil society organizations

  • Postgraduate degree in development studies or other related social sciences

  • Ability to travel frequently as required

  • Identification with Oxfam’s mission and vision is a must
