Project Officer II (2-years contract)

The Project Officer is responsible for the externally funded project - “Empowering Ethnic Minorities (EM) Youth of Employment – Early Childhood Care and Education for Non-Chinese Speaking (NCS) Learners”.



  • Oversee the day-to-day implementation of the project, ensure the statutory project outputs and outcomes are met.

  • Promote the project with various online and offline platforms to build good network with employers and recruit required number of trainees.

  • Manage and monitor the delivery of training, internship and career matching service of the project.

  • Act as a key contact point responsible for liaising with schools and parents.

  • Monitor budget and administration work of the project.

  • Monitor and evaluate project outcomes.

  • Amend and revise project as necessary, in order to adapt to changes occurring in the work environment.

  • Scope, gauge external funding and prepare funding proposal for maintaining financial sustainability of the project.

  • Design and expand the training program based on the need of the market.

  • Support the work of advocacy research and/or campaigns relating to NCS employment or other aspects.

  • Other duties as assigned by supervisor.



  • Degree holder, with at least 3 years of relevant work experience (vocational training experience preferred).

  • Solid experience in project management and organization skills with great attention to details.

  • Experience in training course management, especially in qualification framework development.

  • Knowledge of ethnic minority poverty and education issues.

  • Solid skills in quantitative and/or qualitative research would be a strong advantage.

  • Strong interpersonal and communication skills, proactive, enthusiastic, highly motivated and outgoing personality.

  • Strong problem-solving and negotiation skills.

  • Able to work independently and multi-task, meet tight deadlines and be a good team player.

  • Shift duty is required.

  • Good communication skills and fluent in both spoken and written English and Chinese.

  • Identification with Oxfam’s mission and vision is a must.
