Chief Programme Director (3-year Contract, renewable)

The Chief Programme Director is a newly created role, based in Hong Kong, that will shape and oversee Oxfam’s programme strategy across Chinese Mainland, Hong Kong, Macau, Taiwan and international regions. Reporting directly to the Director General, this role will champion the One Programme Approach, ensuring coherence, efficiency, and impact across all thematic and geographic areas. S/He will lead cultural change, drive innovation, and strengthen organizational agility to address pressing global challenges such as climate change, gender justice, economic instability, and humanitarian crisis.
Key Responsibilities:
· Strategic Leadership: Shape Oxfam’s long-term programme strategy, contribute to organisational governance, and develop and implement a 5-year strategic plan and annual work plans aligned with the One Programme Approach.
· Programme Oversight: Provide strategic leadership for poverty alleviation and disaster relief programmes, integrating development, humanitarian, and advocacy efforts across regions. Ensure programme quality, accountability, and alignment with global Oxfam campaigns. Identify new geographic areas, sectors, and emerging issues for programme innovation and expansion.
· Monitoring, Evaluation & Learning (MEL): Lead the MEL function by establishing robust systems for project appraisal, monitoring, evaluation, and learning to ensure strategic alignment and programme effectiveness. Champion the adoption of Oxfam’s Common Approach to MEL and Social Accountability (CAMSA) and foster a culture of learning and innovation.
· People Leadership: Lead and develop multidisciplinary teams across multiple regions, ensuring strategic alignment and effective collaboration. Oversee recruitment, performance management, and career development, while evolving team structures to meet organisational growth.
· External Engagement: Represent Oxfam in strategic partnerships, policy dialogues, and global forums to enhance visibility and influence. Cultivate partnerships with governments, donors, NGOs, and the private sector to advance programme goals.
· Fundraising & Resource Mobilisation: Support institutional fundraising and donor engagement and collaborate with fundraising teams to secure funding from corporate donors and other sources. Contribute to strategic initiatives, including Oxfam’s 50th anniversary rebranding.
· Compliance & Representation: Serve as Chief Representative for Oxfam Hong Kong’s Representative Office in China, ensuring legal compliance and liaison with authorities.
Requirements:
· A recognized degree preferably in sociology, social work, development or equivalent.
· At least 15 years of relevant working experience in the social service sector, and or similar experience, of which at least 8 years are at a managerial level.
· In-depth understanding of and proven experience in issues related to poverty alleviation and disaster relief, both in the regions and globally.
· Proven experience in grants making in NGOs, public and private foundations.
· Strong commitment to addressing the structural causes of poverty, with demonstrated expertise in analysis and knowledge.
· Solid focus on change management and strategic alignment across different teams.
· Strong leadership and management skills. Experience in leading, motivating and supporting a team of line managers and professional staff.
· Excellent interpersonal, presentation and communications skills.
· Proficiency in computer word processing, spreadsheets and databases. Excellent command of both English and Chinese (Cantonese and Putonghua).
· Ability to travel and work in remote areas.
· Identification with Oxfam’s development philosophy, principles and objectives is a must.
