The Opportunity
Pro Bono HK is seeking a Programme Officer to run a capacity-building and fellowship programme (named “Nurturing Change Agents in Ethnically Diversity Communities”), focused on bridging the legal gaps for ethnically diverse communities in Hong Kong.
Reporting to the Programme Manager and Senior Manager, you will be a core member of our small but growing team. Under this role, you will be working closely with fellows, mentors, community partners, and our network of volunteer lawyers to deliver this impactful programme.

Key Responsibilities
● Programme Execution:
○ Plan and execute tasks based on the programme’s objectives and activities, in collaboration with the Programme Manager, supervisors, and operations team members.
○ Organise the Mentorship Programme by liaising with stakeholders, volunteer helpers, and lawyers to ensure effective and impactful operations.
○ Execute programme events and activities, including coordination of training, mentorship sessions, legal clinics, community talks, networking events, and industry/court visits.
○ Guide and support Fellows in developing skills in project management, client interviewing, presentation, and legal research.
○ Assign tasks, monitor progress, and provide guidance to fellows and volunteers to ensure high-quality delivery of programme outcomes.
● Stakeholder Engagement & Community Outreach:
○ Liaise with external partners, volunteer lawyers, mentors, and community stakeholders to ensure smooth operations.
○ Identify and engage with ethnically diverse communities and collaborate with relevant NGOs/charities to enhance the community impact of the programme.
● Data Management & Reporting:
○ Maintain accurate programme databases and records; collect and analyse data for monitoring, evaluation, learning, and reporting.
○ Facilitate bi-weekly meetings to track progress and address challenges.
● Additional Duties: Take on other responsibilities as required to further the goals of the programme and support Pro Bono HK’s mission in increasing access to justice.
Our Ideal Candidate
● Fluent in written and spoken English.
● Proficiency in at least one of the following languages: Urdu, Hindi, Nepali, Punjabi, Indonesian, or Tagalog. Ability to speak Cantonese is an advantage but not required.
● At least 1 year of work experience in project management, relevant NGO experience, and/or legal practice (not necessarily as a practicing lawyer).
● Possess a valid Hong Kong visa permitting employment or a permanent Hong Kong Identity Card.
● Undergraduate degree in law or relevant experience in the legal profession preferred.
● Excellent communication skills and a proven ability to work effectively in a team environment.
● Able to work independently, take initiative, deliver results responsibly, and adapt quickly in a dynamic and evolving environment.
● Passion for serving the ethnically diverse community with a demonstrated commitment to social justice, community work, pro bono work and public interest law.
Location:
Wan Chai/Causeway Bay district, with flexible working arrangement. This role requires 50% travel and on-site presence at various partner locations (e.g. law firms, NGOs, etc) around Hong Kong.
Salary:
The expected salary for this role is 20-30k HKD per month, depending on experience.
