Assistant Manager – Human Resources and Office Administration (2-year contract, renewable) [Ref.: OU/AM-HROA/26/01/R4G]
S/He supports the Human Resources Manager in the delivery of human resources and office administration functions, oversees day-to-day operations, supervise team members and contribute to continuous improvement in processes, compliance and employee experience. Key responsibilities include:
Key Responsibilities:
· Team Leadership & HR Operations
- Lead and support a small team to deliver day-to-day HR and administrative services
- Manage key HR processes including recruitment, onboarding, and employee lifecycle administration
- Ensure HR records, systems, and practices are accurate and compliant with policies and employment regulations
· Workforce Planning & Employee Support
- Prepare staff budgets, headcount reports, and workforce analysis
- Act as a key point of contact for staff and managers on HR matters
- Support line managers in handling employee relations issues and promoting a positive workplace
· Performance, Learning & HR Systems
- Coordinate performance review processes and training activities
- Support staff development and capability-building initiatives
- • Maintain HR systems and support process or system improvements
· Office Administration & Vendor Management
- Oversee office operations, facilities, and workplace services
- Manage vendors and ensure smooth, efficient daily office operations
- Monitor service quality and support procurement activities
· Projects & Operational Support
- Monitor budgets, track expenses, and identify opportunities to improve efficiency
- Support HR, office, and sustainability-related projects
- Assist with travel arrangements, volunteer programmes, and ad hoc tasks
Requirements:
· Degree in Human Resources, Business Administration, or a related discipline
· Minimum 8 years of relevant experience in HR operations and office administration, including solid supervisory experience. Candidates with less experience may be considered for appointment as Senior Officer – Human Resources and Office Administration.
· Proven experience in HR operations, employee relations, and administrative management
· Good knowledge of Hong Kong Employment Ordinance, MPF, and related statutory requirements. Familiarity with PRC Labour Contract Law
· Strong organisational and problem-solving skills, with the ability to manage multiple priorities
· Good communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels
· Detail-oriented with a high level of accuracy and accountability
· Experience in using HR information systems (HRIS)
· Good command of written and spoken English and Chinese (including Putonghua)
· Proficiency in MS Office and Chinese word processing
· Identification with Oxfam’s mission and vision is a must.
