Programme Officer I – International Programme
(2-year contract, renewable) [Ref.: IPT/POI/26/01/R4G]
S/He is responsible for ensuring effective grant-making and programme management for humanitarian and development projects within the International Programme Team (IPT). Key responsibilities include:
Key Responsibilities:
· Project Administration -
- Oversee the end-to-end programme administration cycle, from approval to closure.
- Conduct preliminary screening of proposals to ensure completeness and compliance with requirements.
- Manage grant administration by maintaining the project M&E system, including tracking and reminders for required reports.
- Review reports and liaise with affiliates on programme progress, report quality, budget variances, and compliance issues.
· Systems Maintenance & Policies/Guidelines Development
- Maintain and enhance systems and databases supporting International Programme operations.
- Support the development and refinement of programme administration policies, guidelines, and operational procedures.
· Information Management & Communications
- Capture and share programme learning, impact, and accountability insights across teams and stakeholders.
- Support communications, fundraising, and external engagement (e.g., presentations, inquiries, donor relations).
- Manage team information systems, reporting, and data analysis to support decision-making.
- Provide guidance to interns/volunteers as assigned.
· Programme Quality & Fundraising Support
- Develop and curate impact stories and programme materials to support donor engagement and income generation.
- Support institutional fundraising by identifying opportunities, ensuring efficient programme administration, and delivering high-quality donor reporting.
Requirements:
- A recognized degree preferably in sociology, development or equivalent.
- At least 5 years of relevant working experience in the social service sector, and or similar experience. Candidates with less experience will be considered as Programme Officer II – International Programme.
- Demonstrated understanding of global poverty, inequality, and humanitarian crisis, including their causes and impacts in fragile and crisis-affected contexts.
- Organized and detail-oriented to grant administrative systems and procedures.
- Some working experience in development countries or working knowledge on the context of Africa and Asia development is an advantage.
- Ability to analyze narrative and financial information.
- Strong interpersonal, communications and presentation skills. Diverse IT skills for communications purposes are desirable.
- Excellent communication skills in English and Chinese, both written and spoken.
- Proficient in computer applications including MS Office, Excel, PowerPoint, etc.
- Identification with Oxfam’s mission and vision is a must.
