HELP for Domestic Workers is a Hong Kong non-profit founded in 1989, dedicated to empowering migrant caregivers to access their rights and thrive in their roles. Five years ago, we underwent a strategic shift in our work. Now, through a preventative, community-led approach, HELP supports migrant caregivers across a wide range of areas from education, advice, community, and employer engagement.

Guided by four pillars of crisis prevention, emergency response, holistic wellbeing, and community building, HELP works at every level of the employment relationship, equipping both workers and employers with the tools to build more informed and harmonious caregiving relationships. At the grassroots level, migrant caregivers are trained as Community First Responders, ensuring that support is accessible, peer-driven, and rooted in the community itself.

Reports to: Head of Programmes
Key Relationships: Executive director and senior leadership team, staff, board of directors, volunteers, interns, service users
Key External Contacts: Migrant domestic workers, employers and other partner organisations. 

Key responsibilities:
1. Programme management and implementation ● Support the Head of Programmes in the overall management and coordination of HELP’s programmes, ensuring alignment with organisational goals and priorities.
● Provide advice and support to HELP service users, preparing relevant documents, and assisting or accompanying them to meetings and court hearings as required.
● Oversee weekend drop-in clinics and liaising with pro bono partners and stakeholder organisations on shared cases.
● Contribute to the design, refinement, and scaling of programmes in collaboration with the Head of Programmes.
● Support the continuous monitoring and evaluation of programmes, including reviewing programme frameworks, tools, and processes to improve effectiveness and impact.
● Ensure that programme-level KPIs are met and contribute to tracking organisational performance indicators.
● Provide day-to-day guidance and supervision to Programme Managers and Officers, ensuring strong execution and problem-solving across programmes. 
● Support the development of reports, impact narratives, and donor-facing materials based on programme data.

2. Volunteer management 
● Support the recruitment, onboarding, and training of programme volunteers, and interns.
● Oversee volunteer and intern engagement within programmes, ensuring effective deployment and positive learning experiences.

3. External partnership and communications 
● Manage and strengthen relationships with programme partners, including corporates, academic institutions, and community organisations.
● Support the Head of Programmes in maintaining strategic partnerships and identifying opportunities for programme collaboration and growth.
● Represent HELP in external meetings, workshops, and events as required.

4. Organisational Operations
● Support the Head of Programmes and senior leadership team in implementing HELP’s strategic and operational plans.
● Contribute to the development and streamlining of internal processes related to programme delivery and coordination.
● Ensure effective communication and coordination between programme teams and other departments.

5. Other duties and responsibilities as assigned by the Executive Director or Board of Directors from time to time Qualifications:
● Graduate degree in law, social science, social work, human rights or equivalent fields;
● Minimum 5 years’ experience in programme management, project design and/or non-profit management. We will consider applicants with less experience for the role of programme manager;
● Fluency in written and spoken English;
● Knowledge of Chinese, Filipino, Bahasa, Hindi, Sinhalese, Punjabi, Urdu or other languages is an advantage; 
● Demonstrable passion and knowledge of human rights issues, particularly those faced by migrant workers, women and minority groups;
● Ability to work on Sundays;
● Ability to work in a culturally diverse workplace.

This is a full-time role. Salary and benefits are commensurate with the chosen candidate’s experience and our status as a charity. (Salary ranges between HK$27,000-HK$30,000).
